OF&S Hiring Review Process
Effective May 1, 2025, Operations, Finance, & Support is launching a new hiring review process for its division. This process promotes thoughtful, strategic staffing decisions across the division and formalizes hiring best practices to ensure our workforce planning aligns with current operational priorities and long-term institutional goals.
How the Process Works
- Position Review Request
- Supervisors wishing to fill a new or vacant position must first complete the Hiring Review Request form. The request should include justification for the role, how it supports unit priorities, and alternatives considered (e.g., restructuring or redistributing work).
- Unit-Level Review
- Unit leaders review requests to assess alignment with operational needs and/or strategic goals. If approved, submit the signed form and job description to ofshiringprocess@rice.edu to initiate the committee’s review.
- Division Review
- A committee consisting of representatives from Human Resources (HR), Budget & Finance (B&F), and Operational Excellence (OpEx) will review submissions weekly.
- This step ensures consistency across the division and supports prioritization.
- Decision & Next Steps
- The hiring decision will be communicated to the requesting unit/supervisor. If approved, the department may proceed with recruitment.
Hiring Review Timeline
- Wednesday: Deadline to submit requests
- Friday: Committee review meeting
- Following Monday: Supervisors will be notified of the committee’s decision
Additional Notes
- This review process applies to all staff positions within OF&S.
- Whenever possible, please initiate the hiring review early in your planning process to allow adequate time for feedback and coordination.
