Human Resource Information Systems

HRIS is responsible for the overall configuration and maintenance of all Oracle Human Capital Management (HCM) Cloud modules in iO through collaboration with all the HR functional areas as business analysts. This includes oversight of HR data integrity and stewardship, HR security access, collaboration on HCM training and process improvement initiatives, and ongoing preparation for and testing quarterly updates from Oracle. HRIS works closely with the Rice IT HCM systems analysts to provide overall HCM platform support for analytics, reporting, workflows, security design, and myriad integrations from iO to other campus systems and external providers. HRIS works closely with department administrators/Human Capital Management Initiators (HCMIs), Payroll, Benefits, and other campus partners to resolve issues and advise on routine Human Resources record/data questions.


What We Do


HCM System Configuration and Support

  • Support Oracle HCM Cloud modules from among our implemented modules which are Core HR, Benefits, Compensation, Absence Management, Recruiting and Onboarding, Learning, Performance and Talent Management.
  • Partner with the Payroll Office to collaborate and provide additional support with the Payroll and Time and Labor Oracle HCM Cloud.
  • Partner with Rice OIT to support internal/external integration with Oracle Cloud HCM or with other HR systems.
  • Participate in the design and modification of HR systems.
  • Provide administration support for other HR platforms such as Salesforce, Guardian, HireRight, OnBase.

HCM Business Process Consultation

  • Plan, analyze, create, and recommend solutions to improve business processes and operations.
  • Interview business leaders, stakeholders, staff, and subject matter experts to gain an understanding of their needs and objectives.
  • Advise supervisors, managers, and other business stakeholders on technical, systems, or process-related topics.
  • Implement process improvements designed to improve efficiency and the user experience with the system.

Troubleshoot HCM issues

  • Interact with internal and external customers to explain and resolve issues, working with end users to resolve issues, assisting with building and testing reports.
  • Work with department administrators/Human Capital Management Initiators (HCMIs), Payroll, Benefits, and other campus partners to resolve complex issues and advise on routine Human Resources records policies, practices, and procedures questions.

HR Data Stewardship

  • Assist with extracting, analyzing, and presenting HR data.
  • Conduct regular data audits and manage the solution to rectify any data issues.

HR Transactions

  • Analyze Human Resources transactions for correctness and enter new or changed information into the HR Information System.

iO Training

  • Collaboration with HCM training initiatives.

iO HCM Quarterly Updates

  • Configure the system for enhancements and support quarterly release testing events.

What is the difference between HRIS and Enterprise Systems in Office of Information Technology (OIT):

HRIS provides services as Business Analyst with more functional support of out-of-the box system configuration. Enterprise System provides services as System Analysts with more customization advanced technical or coding skills.

In essence:

  • Business Analysts focus on understanding and improving business processes and aligning OIT solutions with business goals.
  • System Analysts focus on translating business needs into technical requirements and ensuring that IT solutions are correctly designed.

Both roles are complementary and often work closely to ensure that a projects business and technical aspects are successfully addressed.


The HRIS Team comprises analysts primarily responsible for managing and providing end-user support for Oracle HCM Cloud, analyzing human resources transactions to ensure correctness, entering new or changed information into the HR Information System, ensuring that HCM data is correct by conducting regular data audits and managing the solutions to rectify any data issues.
